Health Information Exchanges are emerging as critical factors in both the push toward full implementation of electronic health records and overall reform of the healthcare system. Providers and their attorneys need to be aware of the unique characteristics and challenges of forming and maintaining HIEs and of the trends for their future.
This expert panel will discuss and give practical guidance regarding the current HIE models in operation across the country, including- recent legislation and the "opt-in" model;
- the challenges in federating HIEs across state lines;
- complying with the CMS Data Use Reciprocal Service Agreement;
- contracting with HIE vendors;
- the policies and procedures required by HITECH;
- the requirements for patient consent and authorization to participate in an HIE.
