With the vast majority of crimes being alcohol-related, the author, the South Dakota attorney general, launched a project that aimed to reduce alcohol dependence and addiction. Initially for DUI offenders in three counties, the project was eventually expanded state-wide with great success for non-DUI offenders who committed theft, burglary, assault and domestic violence by requiring drug and alcohol testing. For those seeking to replicate a similar program in other jurisdictions, this article is a must-read.
