The rebuilding and recovery in New Orleans post-Katrina and Rita involves health care, schools, businesses and most immediately, housing. A few plans have been proposed, including the never-passed "Baker Bill," which sought to prevent mass foreclosures (that never occurred), and a plan has come to fruition: using Community Development Block Grant (CDBG) funds to fund housing assistance. Other states are planning and passing their own rebuilding programs, such as Mississippi's plan to specifically generously compensate those homeowners who were "caught off guard," and Louisiana's escrow and incentives Road Home Homeowner Assistance Program.
