Public-Private Partnerships and Infrastructure Policy in the Trump Administration: Roundtable Discussion with DJ Gribbin, Special Asst. to the President for Infrastructure Policy

Our November meeting will feature a roundtable discussion with DJ Gribbin, who currently serves as a Special Assistant to the President for Infrastructure Policy. We plan to discuss a variety of topics, including the impact of OMB scoring rules on federal public-private partnerships (P3s), potential federal P3 pilots, and federal infrastructure policy. (We plan to distribute relevant background materials one week prior to the meeting.)

Prior to joining the Trump Administration as a Special Assistant, Mr. Gribbin led advisory teams at Macquarie Capital where he helped structure P3 transactions for governmental clients. He also has worked for Koch Industries and HDR. In addition to his work in industry, Mr. Gribbin has served as the Chief Counsel for the Federal Highway Administration and the General Counsel for the U.S. Department of Transportation.

The meeting will take place on Tuesday, November 28, 2017 at 6:30 pm ET at The Brattle Group, 1800 M St, NW, Suite 700 North, Washington, DC. Wine and cheese and other refreshments will be served for a contribution of $10.00. Those not in the DC area (or who otherwise are unable to attend in person) may participate by phone. Dial-in information will be provided upon request. (This is a joint meeting with the ABA PCL Acquisition Reform & Emerging Issues Committee.)

Mission Statement

Our committee reviews, monitors, and comments on developments and issues in government efforts to transfer control or ownership of government assets to private entities and to transfer activities performed by government entities to private contractors pursuant to OMB Circular - A76 and other methods. Addresses issues relating to the structuring of financing, through the private financial market, of government contracts and any related agreements, including, for example, risk allocation through government indemnities and/or insurance, risk limitation through legislation, termination liability coverage, budget scoring, and assignment of rights to proceeds under contracts.
