Mission Statement

Identifies, analyzes and, where appropriate, comments upon the effectiveness of proposed acquisition reform measures and other innovative procurement policies and techniques. Identifies short and long term issues of significant interest to the Section as well as emerging public procurement trends and policies and recommends whether such matters should be referred to existing committees or addressed by ad hoc working groups. 
The Acquisition Reform & Emerging Issues Committee is honored to have been presented with the "Committee of the Year Award" by the Section of Public Contract Law for the 2012-2013 term!



Subject: Discussion of NDAA FY 16 Section 809 Panel Interim Report and Status

The NDAA FY 16 Section 809 Panel has been engaged in its work to identify areas for acquisition reform and to improve our nation's defense technological advantage. Enclosed is a copy of the Section 809 Panel's recently issued Interim Report. Also enclosed is a recent article on the testimony regarding the Section 809 Panel at a recent HASC meeting.

Some of you previously participated in our Section 809 working group discussions this past Fall. The Section ultimately submitted comments and testimony to the Section 809 Panel. (It is posted on our website). We hope that you and others will join in our discussion.

Please join us for what we hope will be an interesting and informative discussion of the Section 809 Panel's Interim Report and the perspectives of members from our various committees.

    Government Lawyers' Ethical Duties: Staying Current Amid 21st Century Changes


    The event will be held on 09/18/2018. The format is Web. Counterfeit Parts Task Force

The mission of the Counterfeit Parts Task Force is to educate the public contract law community on the emerging issue of counterfeit parts in the federal procurement supply chain; to prepare and disseminate legal analysis on implementation of new and proposed policy and guidance; to identify and discuss issues regarding implementation of enacted legislation and capture such issues in a white paper; and to develop a monograph that identifies potential best practices and guidelines for the prevention, detection, mitigation, reporting, and disposition of counterfeit parts.
