Subject: FY 2002 Funding for the Legal Services Corporation and the Judiciary's Defender Services Program

Dear Mr. Chairman:

Thank you for including $329.3 million for the Legal Services Corporation in H.R. 2500, the FY 2002 appropriations bill for the Departments of Commerce, Justice, State, the Judiciary and Related Agencies. The ABA greatly appreciates your leadership in ensuring more adequate funding for LSC in the Subcommittee's mark. We hope to work with you to continue to strengthen this program which helps low-income individuals address basic legal problems.

We also thank you for including language to increase the hourly in-court and out-of-court rate for Criminal Justice Act panel attorneys to a flat $90. We believe this will greatly assist federal courts in recruiting qualified panel attorneys to provide effective representation under the CJA.
