ABA Rule of Law Initiative Lifetime Achievement Award
The Honorable Sandra Day O’Connor, Associate Justice of the U.S. Supreme Court (Retired), was a founding member of the board of the American Bar Association’s (ABA’s) first law initiative, the Central and Eastern European Law Initiative (CEELI). She has been a tireless champion of the rule of law, taking part in promotion efforts in the United States and, for the past 20 years, giving her time to support ABA ROLI programs around the world. She was an early supporter of the newly formed ABA Rule of Law Initiative and she continues to serve as a Special Advisor today.
2010 Rule of Law Award Recipient
The Honorable Arthur Chaskalson, Chief Justice of South Africa (ret.), is a true rule of law champion. His career has been inspiring, from his work as a committed human rights lawyer to his service as a visionary and dedicated jurist on the international stage. He served as director of South Africa’s Legal Resources Centre, and was the leading counsel in several cases that challenged the implementation of apartheid laws. President Nelson Mandela appointed Chaskalson the first president of South Africa’s new Constitutional Court, and he later served as chief justice from 2001–2005. He is currently a commissioner with the International Commission of Jurists.
ABA Rule of Law Initiative Founders’ Award

After the fall of the Berlin Wall, two American Bar Association (ABA) members were among the leading voices advocating for the emerging democracies in Central and Eastern Europe. Together, with the support of the ABA, Talbot “Sandy” D’Alemberte and Homer E. Moyer, Jr., created the Central and Eastern European Law Initiative (ABA CEELI). Originally conceived to bolster legal institutions through legislative assessments and constitution drafting, the public service project was aided by volunteer lawyers. That visionary and successful effort grew into the ABA Rule of Law Initiative, a global program that has, to date, operated a range of legal technical assistance programs in 70 countries in Africa, Asia, Europe and Eurasia, Latin America and the Caribbean, and the Middle East and North Africa.
Over the past two decades, our founders’ support has been unflagging. Professor D’Alemberte championed our work during his tenure as ABA president, and he serves today on our Europe and Eurasia Council. Mr. Moyer has served, continuously since 1990, as a board member. Their service to our program—and to the rule of law—is immeasurable.
