Jennifer Rasmussen, Director of the Asia Division, joined ABA ROLI in March 2008 following her tenure as director of program design for Global Rights, a Washington, D.C.-based human rights organization, where she worked since 1996. As the creator and director of Global Rights’ Access to Justice Initiative, Ms. Rasmussen worked to develop human rights programs involving public interest litigation, legal reform and advocacy in various regions of the world. In Asia, she has worked on programs in Afghanistan, Cambodia, India, Mongolia, Nepal and Timor-Leste. Ms. Rasmussen holds a Bachelor's degree from the University of Rochester and a J.D. from American University's Washington College of Law, specializing in international law. Kate Alexander, Program Associate, joined the Asia team in August 2011. She holds an M.S. in global politics from the London School of Economics and Political Science, where her regional specialty was Asia and the Middle East. She previously volunteered at the Burma Volunteer Program in Thailand, and worked on Capitol Hill with Congressman Teague and Senator Nelson. She also graduated magna cum laude from Rollins College. Michele Crymes, Program Manager, joined ABA ROLI in October 2011. She has more than six years of experience in program development and management for human rights, rule of law and good governance initiatives. She previously worked at Management Sciences for Development, where she focused on programs in Central and South America and in Southeast Asia. Ms. Crymes also worked at Casals & Associates, supporting anti-corruption, rule of law and conflict resolution programming, and at the U.S. Department of Justice’s Housing and Civil Enforcement Section. She holds a J.D. from Wisconsin Law School, as well as an M.A. in international and comparative politics and a B.A. in Spanish literature and international affairs, both from Marquette University. Isha Mehmood, Program Associate, joined ABA ROLI’s Asia Division in December 2010. Previously, she interned for the White House, for the National Religious Campaign against Torture and for the Leadership Conference on Civil and Human Rights. She also has experience as a peace fellow in Nepal, where she worked on domestic violence and small arms issues. Victoria Pratt, Administrative Assistant, joined ABA ROLI’s Asia Division in June 2011. Previously, she helped promote international clean energy cooperation through her work at the Howard Baker Forum, a public and international affairs affiliate of Baker, Donelson, Bearman, Caldwell & Berkowitz, PC. She has also interned for the Department of Energy’s Office of Policy and International Affairs, where she worked on clean energy policy initiatives with China. She speaks Spanish and Mandarin Chinese. Ms. Pratt holds a B.S. degree in international politics: foreign policy and policy processes, and a certificate in Asian studies from Georgetown University’s Walsh School of Foreign Service. Jennifer Salen, Senior Program Manager, joined ABA ROLI’s Asia Division in May 2010, in support of the China program. She previously worked for the International Republican Institute’s China program, where she managed projects to strengthen rural women’s political participation and rights awareness, to develop the capacity of China’s emerging civil society and to engage youth in community service. Ms. Salen received her B.A. from Bryn Mawr College and an M.A. in regional studies–East Asia from Harvard University. Catherine Martin Scott, Senior Program Officer, joined ABA ROLI’s Asia Division in December 2009. Ms. Scott attended Rhodes College where she obtained a B.A. in political science with a minor in international relations, focusing on comparative Asian politics. After graduation she served two years in the United States Peace Corps in Georgia. Ms. Scott's portfolio includes Cambodia and Vietnam. Brianne Stuart, Program Manager, joined ABA ROLI’s Asia Division in November 2010. She previously worked as a law fellow for ABA ROLI’s China program in Beijing. Before joining ABA ROLI, Ms. Stuart served as a law clerk at the Massachusetts Appeals Court and at the Department of State’s Office of the Legal Adviser. She earned her J.D. from the George Washington University Law School and her B.A. in Literature from the University of Dallas. Prior to law school, Ms. Stuart lived in China for two years and spent part of that time interning at a local non-governmental organization that works on HIV/AIDS-related issues in the region. Jess Wallace, Program Officer, joined ABA ROLI’s Asia Division in January 2011. Previously, Ms. Wallace was at Peace Corps headquarters, where she helped manage the Peace Corps Partnership Program, a granting program linking private sector donors to volunteer-led, community-initiated development projects worldwide. She also worked on youth development and education projects as a Peace Corps volunteer in the Republic of Georgia. Prior to her Peace Corps service, she received her B.A. degree in political science and history from the University of Pittsburgh. Cambodia
Steve Austermiller, Cambodia Legal Education Advisor, received his undergraduate and law degrees from Northwestern University. He joined the ABA Rule of Law Initiative in November 2000, serving as liaison and country director in Croatia and as a country director in Bosnia & Herzegovina before moving to Cambodia in early 2006. China
Allison Moore, China Country Director, is a highly regarded rule of law and international development specialist with more than a decade of experience working in Asia. She returned to ABA ROLI’s China program in July 2011, having previously served as China country director from 2004–2007. She then moved to Hanoi to establish ABA ROLI’s Vietnam program in 2007, and in recent years, has managed programs on legal empowerment, human rights and judicial reform in Indonesia. Earlier in her career, Ms. Moore worked in Washington, D.C., first as a law clerk to Judge David Tatel of the U.S. Court of Appeals of the D.C. Circuit and later, as assistant legal counsel to the U.S. Senate Office of Legal Counsel. She received her bachelor’s degree in public policy from Stanford, an M.Phil. from the University of Cambridge in England and a J.D. from Yale Law School, where she was articles editor for the Yale Law Journal. DING Xia, Office Manager, is responsible for managing office logistics, including financial reporting and reimbursement as well as other events planning. She joined ABA ROLI in February 2006. She previously held positions as a public relations manager, general office deputy director and secretary to the president of Songhe Hotel, Tianlun Dynasy Group from 2001–2002. She also worked at the five-star Tianlun Dynasy Hotel, where she served as a public relations officer from 2000–2001 and as secretary for the housekeeping department from 1998–2000. TAN Qi, Program Officer, joined the China program in July 2007, after graduating from Beijing Foreign Studies University, where she received an M.A. in simultaneous interpretation. While a graduate student, she worked as contract interpreter for China Construction Bank and Bank of America as well as for many major conferences. She has translated numerous commercial, legal and official documents, including the National Reports for the 61st session of United Nations General Assembly. She was the translator for the published Chinese edition of the book Spook by Mary Roach. She was a visiting student at Juniata College in Pennsylvania from 2002 to 2003. XUE Qing, Program Officer, has worked for ABA ROLI since July 2002. Before that, she worked as an administrative officer for the German consulting company ECI Consulting from 1999 to 2002. Prior to that, she worked in a joint venture knit hosiery company as an assistant to the foreign manager from 1996–1999. She has a Masters Degree in Public Administration from Tsinghua University and a B.A. from the Beijing Textile Engineering Institute of Beijing Union University. YANG Jie, Program Officer, joined the ABA ROLI’s China Program in January 2009. She is responsible for managing and implementing criminal justice reform programs. Before joining ABA ROLI, she was a program officer at China Law Development Consultants Company in Beijing working on rule of law and governance projects. Prior to that, she worked at International Bridges to Justice in China as the program officer responsible for criminal justice program development and implementation for three years. YIN Deyong, Program Officer, joined ABA ROLI’s China program in October 2010. She is responsible for managing and implementing projects in the areas of environmental litigation and enforcement, participatory governance, and civil society and NGO development in China. She has worked in the legal offices of PetroChina and Vestas Wind Technology, and as a research associate at the Council on Foreign Relations. She has published numerous articles on Chinese law, including China's Attitude Toward International NGOs, published in Washington University Global Law Review. Indonesia
Justin Haccius, Senior Program Manager, joined ABA ROLI’s Indonesia Office in July 2011. Justin worked with European Union institutions on conflict prevention issues in Brussels, Belgium, before joining the International Committee of the Red Cross and working in Sri Lanka, Afghanistan and Colombia, submitting interventions on breaches of international humanitarian law. After working on the International Criminal Court and the Organization for the Prohibition of Chemical Weapons for the Embassy of Ireland in The Hague, Netherlands, Justin headed the Monitoring Unit of the UN mission’s Judicial Reform Division in Liberia. Before joining ABA ROLI, he worked for the World Bank in the Justice for the Poor program, establishing a program on traditional justice and land disputes in Vanuatu. Justin heads an ABA ROLI regional program building capacity of civil society organizations to engage with the ASEAN human rights mechanisms. He is a qualified solicitor with the Law Society of England and Wales with a master’s degree in public international law from the University of London.
Nepal
James Lin, Country Director for Nepal, joined ABA ROLI in April 2010 as a long-term legal specialist and manager of the Southern Thailand Human Rights Program. He transitioned to Nepal in June 2011. Previously, Mr. Lin worked at the Organization for Security and Cooperation in Europe in Bosnia and Herzegovina on a project funded by multiple donor countries to assess war crimes trials, build judicial capacity and enhance regional cooperation. Mr. Lin also led activities to strengthen victims’ rights and protections. Mr. Lin holds a J.D. from Washington and Lee University School of Law and a B.A. in anthropology from McGill University. Samir Ghimire, Senior Program Manager, holds a bachelor’s degree in law and an LL.M. in human rights and gender justice from the Kathmandu School of Law. He also holds an M.A. degree in journalism and mass communication from the College of Journalism and Mass Communication. Mr. Ghimire has more than 12 years of experience in the areas of human rights, law, social and political inclusion, gender, media, program management, capacity building and policy advocacy. He has served as a senior program manager for the Women’s Rehabilitation Center, has worked with Nepal’s National Judicial Academy and Nepal Bar Association on legal reform projects and has conducted research in Nepal on various human rights and gender issues including human trafficking and migration. Aruna Joshi, Program Officer, holds a bachelor’s degree in law and is working towards his LL.M. degree from the Kathmandu School of Law. As a law student, Ms. Joshi is actively engaged in moot courts, research, human rights-related trainings and the editing of law journals. She has a strong background in governance and human trafficking issues and has published on both issues. Ms. Joshi has also served as a logistics and documentation assistant with the United Nations Development Program, as a research assistant at for the Center for Legal Research and Resource Development and as a paralegal at the Clinical Legal Education Program at Kathmadu Law School. Soma Lama, Finance Administrative Officer, holds a bachelor’s degree in management and is working towards a qualification with the Association of Chartered Certified Accountants. She has more than four years experience in rural community development and financial administration/management. Most recently, Ms. Loma was senior finance and administrative officer with the BBC World Service Trust. At the BBC, Soma successfully oversaw multiple subgrants to BBC’s local partners and conducted regular training and monitoring field visits to their district centers. Soma also previously served as an accountant and managed the multiple donor-country grants to the Mandala Theater, a Nepalese theater group dedicated to preserving traditional and indigenous theatrical forms and promoting social justice. Scott Ciment, Philippines Country Director, has served in this capacity for ABA ROLI since July 2007. Mr. Ciment was previously the public defense development advisor for the U.S. Department of State’s Justice Sector Support Program in Afghanistan, and he also served as the legislative director for California Attorneys for Criminal Justice during the 2000–2002 legislative session, later serving on their Board of Governors. He also worked as the chief public defender of the Republic of Palau and as a staff attorney for the Criminal Defense Division of the New York Legal Aid Society. Renato B. Lopez, Jr., Deputy Country Director, has been with ABA ROLI since the opening of its Manila office in January 2004. He started at ABA ROLI as one of its consultant attorneys, and assumed his current position in January 2009. Previously, Mr. Lopez worked as a long-term legal specialist for Economic Governance Technical Assistance (EGTA), a U.S. Agency for International Development-funded good-governance program. Catherine Joy Comandante, Program Director, joined ABA ROLI in August 2009. Prior to this, she worked for the Philippine Supreme Court as the court attorney in charge of judicial reform projects, mostly funded by USAID. Later, she worked as a law clerk for Associate Justice Velasco. Before joining the judiciary, Ms. Comandante was a private practitioner for a corporate law firm in Manila and a legal assistant of a New York-based law firm. Gener Daluz, IT Director, joined ABA ROLI in June 2009. Previously, he worked for several USAID development programs in the Philippines, including some directly involving the judiciary. He was the network administrator for EGTA and the IT manager for the Economic Modernization through Efficient Reform and Governance Enhancement Project. Additionally, Mr. Daluz was the head of the Information Technology Infrastructure Development and Management Unit for the Department of Agriculture. Christine Diann D. Dizon, Associate Program Manager, joined ABA ROLI in October 2010. Fides Ferrer, Office Manager and Human Resources Director, joined the Asia Division in January 2004. Josephine Galaus, Senior Bookkeeper, began working with ABA in August 2009. Kristina C. Manalang, Program Manager, joined ABA ROLI in August 2010. She previously worked in various capacities for the Presidential Anti-Graft Commission (PAGC), where she was later appointed executive director. Ms. Manalang was a regular Philippine delegate to the Intergovernmental Working Group (IWG) on Review of Implementation of the United Nations Convention against Corruption. Prior to joining ABA ROLI, she was a legal consultant for the National Police Commission, the Professional Regulation Commission and several private corporations. Dawn J. McClary, Special Advisor, joined ABA ROLI in fall 2010. Ms. McClary brings to ABA ROLI a diverse background drawn from her experience in the government and private sector. Most recently, she worked as an associate counsel in the financial service industry at New York Community Bank and American Express, respectively. Ms. McClary began her legal career as an assistant district attorney in Brooklyn, New York, before moving to the New York City Department of Corrections as an agency attorney, where she investigated and prosecuted labor and employment matters. Maria Jane Angela Isabel Cui Odulio (Maya), Senior Program Manager, joined ABA ROLI in October 2008. Ms. Odulio previously served as the judicial reform task manager for the Rule of Law Effectiveness program, a USAID-funded project in the Philippines. She also worked for EGTA, a good-governance program funded by USAID, and served as legislative staff officer of Senator Alberto G. Romulo. E. Barrett Ristroph, Long-Term Legal Specialist, joined ABA ROLI in September 2011. Previously, she served as counsel for the local government with jurisdiction over Arctic Alaska and as a law clerk in the Northern Mariana Islands. She has also worked in private practice and on pro bono matters concerning environmental law. Katherine Southwick, Rule of Law Advisor, joined ABAROLI’s Asia Division in June 2009. Previously, she served as the Robert L. Bernstein Fellow for International Human Rights at Refugees International, clerked for Judge Charles P. Sifton of the Eastern District of New York and worked in private practice. Ms. Southwick has also worked for the U.S. Department of State, the International Criminal Tribunal for the former Yugoslavia and non-governmental organizations in India and Uganda. Anthony Valcke, Senior Rule of Law Advisor, joined ABA ROLI in 2006 as the country director for Liberia before moving to the Philippines in 2010. He has more than 12 years of diverse legal experience in international development and private practice. He is admitted to practice as an attorney in England and Wales and also holds a degree in French law and a master’s degree in EU law. Prior to joining ABA ROLI, he worked as the legal advisor on a U.S. Department of State project tasked with reforming Liberia’s armed forces. Prior to that, he worked at prestigious international law firms in London and Brussels on a variety of commercial matters for more than seven years. Solomon Islands
Philippa McEachan, Program Director for the Solomon Islands, joined ABA ROLI in October 2011 as a special consultant to direct the anti-human trafficking program in the Solomon Islands. Previously, Ms McEachan was pro-bono lawyer with the Solomon Islands Truth and Reconciliation Commission, examining outcomes of ethnic tension and resulting violence from the Solomon Islands ‘tension period’. Ms McEachan represented worked as a federal prosecutor with the Australian Commonwealth Director of Public Prosecutions and as legal counsel for the government of Norfolk Island. She has had legal policy experience as a lawyer with the Australian Attorney-General’s Department. Ms McEachan holds a BA/LLB GDLP from the Australian National University and is completing her LL.M. through the University of Wollongong. Thailand
Yaowalak Anuphan, Program Director, Ms. Anuphan serves as program director of ABA ROLI’s human rights program in Thailand. Previously, Ms. Anuphan was chief of the Cross Cultural Foundation’s Legal Assistance Unit for Southern Thailand. Ms. Anuphan is a frequent speaker on human rights, torture, gender, human trafficking and emergency laws in Thailand. She was a member of the National Human Rights Commission’s subcommittee tasked with investigating abuses during the war on drugs. Sirikan Charoensiri, Program Assistant, joined ABA ROLI in June 2010. Before joining ABA ROLI, she was consultant for the Association for the Prevention of Torture and organized training for lawyers on the prevention of torture. Ms. Sirikan also worked with the International Commission of Jurists as an intern in a legal and administrative capacity and as a volunteer with the Human Rights Lawyers Association. Vietnam
Sarah Devotion Garner, Country Director, joined ABA ROLI in August 2010. Before this, Ms. Garner was the law library director and a lecturer in the first American-style LL.M. program in the Middle East, at The American University in Cairo, Egypt. She currently serves as chair of the Board of Directors of the United Nations International School in Hanoi. In 2002, Ms. Garner received the Earl Borgeson Prize for research in law librarianship. She received her J.D. from the University of Connecticut School of Law, an M.L.I.S. from the University of Washington Information School, and has an A.B. from Smith College.
Regional Anti-Corruption Advisor
Daniel Eric Stonecipher, Regional Anti-Corruption Advisor, joined ABA ROLI in October 2011. He has spent more than 13 consecutive years working overseas on behalf of the U.S. government and international organizations in the areas of anti-corruption, international money laundering, financial crime and financial intelligence. Previously, Mr. Stonecipher worked as director of the Anti-Corruption Intelligence Office in the Office of the High Representative in Bosnia and Herzegovina. He also served for more than 11 years as the U.S. Treasury senior resident advisor for financial enforcement in Sri Lanka, Russia, Ukraine, Afghanistan and post war Bosnia-Herzegovina. In these positions he provided strategic and operational level guidance, advice, technical support and mentoring to senior government officials. Mr. Stonecipher has a J.D. from Washburn University School of Law and a bachelor’s degree in sociology and anthropology from Emporia State University.
Chitvimol Krishnamara, Senior Program Coordinator–Regional Anti-Corruption Program, joined ABA ROLI in November 2002. Prior to that, she worked in banking areas at Standard Chartered Bank–Bangkok as a sales service officer and at Standard Charter Nakornthon Bank Plc.–Bangkok as an investment banking officer. Ms. Krishnamara earned her master's degree in business administration from the University of Dallas and her B.A. from Chiangmai University, Thailand.
