Senate Bill 2662 is a bill introduced on 11/02/09 by Sen. Lindsey Graham to establish federal standards for the resolution of health care malpractice claims. It includes the use of Alternative Dispute Resolution, asks states to institute such methods, and for those states which do not have such ADR systems established, for an alternative federal ADR system to be used for a calendar year in states with certified ADR systems under the Act.

H.R. 3962, the House version of health reform legislation introduced October 29, 2009 includes, as Section 2531, an amendment gives federal incentive payments to states that pass legislation with either a certificate of merit or sorry works/early offer in it, provided the state legislation does not cap damages or limit attorneys' fees. Attached is a copy of Section 2531. The entire House health care reform bill, H.R. 3962.
